The CNN report aside, it has nothing to do with skin color and everything to do with Commissioner Gordon’s last major quote of the film (with a few revisions)
“He’s the President we need, but maybe not the President we’re ready for.”
Think about it. Does America deserve a President that understands them so well and has their best interests at heart?

Yeah, you did it wrong. I’m fairly sure that quote is referring to Harvey Dent… the “Shining White Knight” of Gotham.
Batman is referred to as “the hero Gotham deserves, but not the one it needs right now…”
